A case study for swift effectiveness of communication technology in mitigating the aftermath of an emergency scenario, would be the use of cell phones as reporting systems for infectious disease after resources were destroyed during the Sichuan Earthquake in China. After the 2008 disaster, the outbreak of infectious disease was the next issue faced by public health officials. In a study conducted by Changhong Yang for the Bulletin of the World Health Organization, it was noted that, “all of the 495 phones were downloaded with communication software designed for inputting and transmitting cases of infectious disease directly to a national database for further analysis” (Yang 2012). Furthermore, 52.9% of the cases that were reported weekly between the 19th of May, and the 13th of July, were from the interactive cellphone software (Yang 2012). The big help with the software, was that it allowed local level health-care agencies to instantly report infectious disease cases to the Chinese Center for Disease Control and Prevention where the information was professionally analyzed and action steps were relayed back. The level of efficiency of communication afforded by the cellphone software made the process of professional disease surveillance and analysis instantaneous, and all of the 14 counties with damaged resources from the Sichuan Earthquake benefited.
