I think the criteria for a good public service announcement would include:
-Getting the proper message out to your audience
-Delivering the message in an organized way
-Catches and keeps the audiences attention
-Creative
-Educational
-Motivates the audience
-Persuasive (depending on what kind of PSA you are doing)
